I'm not sure where exactly it can be found in the Deertrack Heights, however it can reliably be found (although as a spawn you need to time change to respawn) on Ramanas Island. Additionally, it's featured in the Mysterious Will-o'-the-Wisp quest. Ramanas does require Surfing/Basculegion so keep that in mind! Like the other starters, it does spook decently easily.
