It is time for a rematch with yet another Legendary Pokémon, but this one is said to be very powerful, so we must bring everything we have to that fight. It's back to Sky Tower and going all the way up to the summit to fight Rayquaza, but this time, it is even more difficult of a fight, as it does know some very dangerous moves.

Make sure you get yourself prepared, so bring some All-Protect Orbs, All Dodge Orbs, and All Power-Up Orbs, because Rayquza does not mess around in that fight, this is the most difficult fight in the game, because it can deal some massive damage with moves like Hyper Beam and Dragon Ascent.
Once we get through 33 floors of Sky Tower, Rayquaza is at the very summit of Sky Tower, and it is even more difficult, I find that stat lowering moves like Growl, Charm, and Captivate are good at decreasing the damage Rayquaza deals, and lowering Defense with moves like Screech and Metal Sound, and if you find a Gulpin with Acid Spray, that will be very helpful. While Dragon Ascent does lower Rayquaza's Defense and Special Defense, it still does a huge amount of damage to your team.
This is where things get even harder, once you deal enough damage, Rayquaza will Mega Evolve, and its Ability is Delta Stream, so it will activate Strong Winds that remove the Flying-type's weaknesses, so in that case, Mega Rayquaza is 2x weak to Ice instead of 4, and it is even harder than before, and if you go in there unprepared, it can devastate your entire team. It has a lot of health, so I found that having Captivate on Delcatty and Growl on Walrein helped out in the fight, and Walrein's Ice Ball is a good move for getting in some repeated hits on Rayquaza. Even if it is possible to fight Rayquaza right after completing the main-story, it is not highly recommended, as Rayquaza is that tough of a fight, so I recommend completing the after-game before doing so.
When you have managed to get through this very difficult fight, Rayquaza will join your team, and it is at Level 70, so it is a powerful force ready to fight. It can have moves like Hyper Beam, Extreme Speed, and Twister, and its level up moves include Dragon Dance, Dragon Pulse, Fly, Crunch, Ancient Power, Air Slash, and a few others, and it can learn Outrage as a level up move.
Rayquaza's TM movepool is very wide, it can learn Thunderbolt, Ice Beam, Flamethrower, Blizzard, Aerial Ace, Brutal Swing, Focus Blast, Gyro Ball, Energy Ball, Earthquake, Brick Break, Bulk Up, Dragon Claw, Fire Blast, Overheat, Stone Edge, Shadow Claw, Rock Slide, Waterfall, Surf, and many other moves. It can learn a lot of Tutor Moves, and this is the only way to get Dragon Ascent on Rayquaza, and as it is a Dragon-type Pokémon, it can learn Draco Meteor. Its other Tutor Moves include Earth Power, Tailwind, Defog, Aqua Tail, Shock Wave, Water Pulse, Icy Wind, Iron Tail, Iron Head, and a few others, so that is a lot of moves of different types.
If you have a bunch of PP-Up Drinks, I recommend using a lot of them on Dragon Ascent, as that is one of Rayquaza's most powerful moves, and as it can learn a wide variety of moves, having Outrage and Dragon Dance makes it a powerful force in battle, and it can use Earth Power for a good room clearing move, Draco Meteor does hit all targets in the room, but it reduces your Special Attack by two stages, so I wouldn't say that Draco Meteor is the most reliable room clearing move, but it is very powerful. With a great amount of versatility, and since you get it at Level 70, Rayquaza is a powerful ally to take along with you on adventures, and if you bring an Empowerment Seed, you can Mega Evolve it, and as Mega Rayquaza, its Delta Stream creates Strong Winds, nullifying every weather effect, so in dungeons where weather is very frequent, Rayquaza can be a great Pokémon to bring along to these kinds of dungeons.
