One of the possible types of Blueberry Quests is to find a Pokemon by their typing. If you get the request to find an "Electric/Ghost Type Pokemon", that one is referring to locating Rotom.
Rotom can be found in a few locations, but one of the easiest is going to be the Chargestone Cavern. If you have issues finding it, eat a food that boosts up Ghost types (such as the Great Potato Salad Sandwich). Rotom should be found all over within the Caverns, so it's just a matter of actually tracking one down.
While normally not uncommon, I swear the Pokemon go into hiding once you get a quest for them...
