Supposedly this also spawns in East Province (Area Two) but after a lot of time there and a lot of regular Paldean Tauros... I'm going with it's West only. To improve your chances of finding it you can eat sandwiches that improve encounter rate with Water types (or Fighting as well, presumably). The best way to watch for it is to watch their tails.
...Just be wary the Dittos.
