Here's a text tutorial I wrote:
Step 1: Put on a voice (Metrocop goes into your lower fry register, Combine Soldier is more authoritative and yelling. The HL2 Beta actually has the voicelines pre-vocoder that you can experiment with in "sound/npc/metropolice_new")
Step 2: Get a vocoder. In modern times this can be done with Vocodex in FL Studio, my personal choice.
Step 3: Pitch the voice down by a couple semitones. Anywhere from -3 to -5 is the sweet spot depending on your voice. I would personally use the modulator pitch shift in the vocoder itself as opposed to pitching down the voiceline pre-FX.
Step 4: I don't know where exactly this information comes from (Raising the Bar?) but the carrier noise for the vocoder was apparently a waterfall sound effect. We don't need to make this too complicated for ourselves because that's basically a noise carrier, which Vocodex conveniently already has.
Experiment with the attack and release as well as bandwidth, I usually turn down attack and release all the way and keep bandwidth between 30% (you can hear how it sounds more tonal, like the beta) and 75% (more noisy like retail)
For beta you can also use the carrier tone at the bottom, set it to flanged saw, and stack a low C with a D an octave up.
Step 5: Get an EQ and highpass around 300Hz with a bell peak at around 1200Hz, and a slight steep rolloff on the high end if the vocoder's creating too much noise. This is basically creating our radio filter.
Step 6: Compress and limit the damn thing because it'll probably be loud as shit. Then sum it to mono (unless you like the width)
