For those unfamiliar, Project Ulysees is a work-in-progress mod for HOI4. Aka, that one ambitious effort to bring the world of Strangereal from Ace Combat, an arcade flight action game that could be best described as either "Metal Gear with planes" or an anime saga that happens to involve jets, to life. And it's one hell of a rabbit hole.
