This will probably take much longer on a first Hard attempt.
Despite what logic would dictate, the Groundspike Devastator inflicts more damage than the Tendril one. The air variant is safer to charge up, though it carries the risk of missing completely. The Groundspike attack can fail if it lands directly onto a tentacle. If you don't feel like spamming Devastators, circling Greene and Whipfisting her works well too.
When the tentacles are severed, the head is vulnerable. Use Critical Pain and Blade Attacks. Greene is scripted to go back under the ground if enough damage has been dealt, so don't let that dishearten you.
Avoid her Devastator-like attack at all costs. It is easily telegraphed but puts you into a critical state. She summons glowing green junk that move slowly but home in on you. Sometimes, she'll spit pavement onto you and that's hard to avoid. Go to the side streets periodically to consume health, but be mindful of the Hunters who have a tendency to crash into you.
