I understand some people truly don't know they have hacked weapons, which is why we need an automated Bethesda fix to remove every weapon that 'shouldn't exist' from every players inventory - perhaps keep a record of who had a lot of them, too - maybe look closer at those people! I would never ask for someone to be BANNED simply for owning a weapon that may have been given to them, but we sure do need the items themselves GONE!
