The shell holder positions the brass case in the reloading press so the various loading steps can be performed on it correctly. Make sure the shell holder you're using is made by the same company that made the dies you're using. The die / shell holder match can be particularly critical when resizing bottleneck rifle cartridges. Sometimes you can use dies and shell holders from different companies without a problem, but if you can't get the sizing die to properly resize the case so the loaded round will chamber in your rifle... the easiest and least expensive fix is to make sure you're using the right shell holder.
