This is Radar Wars Arcade Turbo Edition, one of the three DOS games that InterAction studios publicly released.

In this game, you have to destroy all of the other player's radars to win a round. You can either play with AI or with another person. After all of the rounds are finished, the player with the most kills will win. Unlike the other DOS games, a shop isn't present. You're armed with all weapons from the beginning. This game is a huge upgrade from Radar Wars 2, as this time around, you have multiple types of radars present, including tanks, helicopters, rockets, and balloons. Both players are able to fire at once, too, so it is no longer turn based.

This version of the game was finished on August 28th, 1997 on UVE32 1.38, however this game is probably much older than that, as it claims to have won the programming competition by PC Master.

Playing it with sound is possible even without setting up DOSBox.
