Strategy and tips:
This is not difficult to beat the time provided you do things the right way. You'll have to catch the street urchin anyway before he reaches the market anyway otherwise you'll go over time, so you can take that as given. Key point is make sure when the kid gets on the trolley you grab the horse quick at 5:46 to the right so you can pursue. Then when he jumps off you should be in a position to catch him. If you dismount quickly at 6:09 then a prompt will come up to tackle him, a single press of the correct button is required - don't repeat tap. Other than that, get back to Dutch quickly and it's an easy gold.
