2. Do Hardware support HDMI output. No, but can be upgraded.
3. Are able to play all the emulators, Yes, but some emulators require external controller like xbox or Psp controller, Like Nintendo DS, N64 and PSP.
4. Can you charge and play at the same time. Yes, but if battery total death then you need to charge it up for at less 10 minutes before you can charge and play it. Note: Raspberry Pi 3B+ need Power that support at less 2.5 amp or higher .
