Please take note that you'll need to grab the lockpick kit from one of the cells at the police station and then head to the Subway Station and then go to Capon Yards. The secret door (the entrance shown at the beginning of the video) can be found within the Subway Station itself.

Also, I've already completed this part before the recording of this video, so you just have to take my word for it that every place I went in this video is the place where you can collect an item of clothing which you can use to get past the last guard.... or you can just double jump over him and avoid his flashlight
