Schematic To Command Block 113b
I've updated my Schematic to Command Block (S2CB) utility for Minecraft Java 1.13! It supports importing .schematic files from earlier versions of Minecraft now, as well as packaging the generated commands into datapacks.

This utility will take .nbt structure files from Minecraft 1.13 or .schematic files generated by MCEdit or similar utilities from Minecraft 1.12 worlds or earlier, and convert them into a series of commands that can be run in command blocks in Minecraft 1.13 in order to re-create those structures in your 1.13 world. This allows you to import structures from old worlds into new worlds, or into server even if you don't have access to the world files (you will need 'OPs' on the server to use command blocks; for single player you will need 'cheats' on, which can be turned on by opening the world to lan play).
Run the utility by double clicking on the .jar file (this should work if you can run Minecraft Java). There is text describing how to use the utility when it starts up. For larger schematics (256 x 256 x 256 or larger), you may need to run java from the command line specifying more memory with a command similar to:
java -Xmx8g -jar s2cb-113b.jar
The utility can now also output datapacks, which you can use if you do have access to the world files. These require only one command to re-create the structure, no matter how big it is. They will take some time for Minecraft to process, though, and will cause a bit of lag as they are recreated in the game. You can remove the datapack after the structure has been generated.
I've tested with a lot of different structures and schematics, but there are probably a few things I've missed. You can report any issue or suggestions to the git repository. Include a link to the schematic or structure with the issue.
