Addressing a public gathering in Davanagere, Karnataka, PM Modi said, "There was a time when schemes for the rights of the poor, SC/ST/OBC communities were a major source of corruption for Congress. Congress had also made fake beneficiaries in the name of marginalized communities. Our government has removed more than ten crore fake names from government documents. The Congress government was sending thousands of crores of rupees in the names of these non-existent people."
