Seeking Technology Advice: I’d Like to Transfer Files from a Window 98 to a Windows 11

Description: I would like to transfer a couple of Sid Meier's Civilization III save files from a Windows 98 computer to a Windows 11 computer. The Windows 98 does not have access to the internet. I have tried flash drives, a portable SSD drive that connects via usb, connecting the two computers together via a usb cable, and burning software that's supposed to allow the Windows 98 to read USBs to a DVD. Nothing has worked so far. I also can't find any software on the Windows 98 that would allow it to burn the save files onto a DVD to transfer to a modern computer. I am running out of ideas of what to try next.
I think the next step might be to try and order floppy discs online (if they even still make them), but I have no way of reading a floppy disc with the modern computer. Do they make floppy disc readers for modern computers? Does such a thing even exist?
