I know you want to play with your tiles, but the first thing you should do after getting your new Windows 8 Phone is to set your data restrictions so you don't go over your maximum monthly plan. It appears that this is a Verizon-only app. On the settings screen, it infers that it is only on Verizon 'for a limited time'. I don't think it will go away, I think it will be released to other providers later. Or they have a similar app for their network. Check your ATT phone for something similar.
