Since I haven't found online a comprehensive and exhaustive guide with all the optimal configurations to run the PC version of Silent Hill 2 to get as close as you can to the PS2 version of the game, here is mine.

Thanks to a group of fans from all over the world (http://gestyy.com/eqTypU) we can now play the PC version of this classic of video gaming without issues at all in its best version. You are probably aware of the issues that plagued the original PC release of the game, making it inferior to the PS2 version launched earlier, but fear not: most (if not all) of those problems are just memories of the past.
In my opinion this is the best way to play this game on nowadays PC configurations or modern televisions/displays. Avoid at all costs the Xbox 360 release of the HD remaster of Silent Hill 2 and if you really can't find better, pick the ps3 release instead: this was patched to partially fix some of the major issues but it's still a trainwreck.

Get yourself a PC copy of the game on eBay and follow the tutorial here http://gestyy.com/eqTybF. Keep in mind that both the European and North American releases of the game are compatible (Silent Hill 2 Director's Cut) with this compilation of mods.

After installing all the patches, all the major issues of the original release will be fixed, making it compatible with Windows 10 and giving you access to some additional improvements and quality of life options.

These include:
- Compatibility with higher resolutions and 16:9 aspect ratio
- Smoother, 16:9 movies
- Ability to play the game without using the CDs
- Joypad supports (XInput, Direct Input, Raw Input) and vibration feedback
- Upscaled 2D assets
- High Quality audio captured from the PS2 release
- All the translations included in the og game are still accessible and some have been improved (ex: the Italian translation)
- All the post-processing visual effects are back
