Chrono Trigger was an RPG made on the Super Nintendo/Super Famicom by Square. This game has become very popular over the years and has seen a port last generation on the Nintendo DS. With just one game it has become one of the most popular RPGs of all time. And the character Crono is one of the key Square characters on Nintendo because of it. Which is probably why he is so demanded for a third party rep in Smash, not the highest but up there.
As for a move-set you could simply build one off of the use of his sword and the various techniques he does and the items he uses. This alone could diversify him from other sword fighters on the roster.
