Smash Ultimate - Delay on passive special move charge
Special moves that increase in power as time passes have their charge delayed in certain states. Hitlag freeze delays the victim's charge for the duration of the freeze.
Shieldlag freeze delays charge for both the attacker and the defender.
Wario Waft and R.O.B.'s Robo Beam do not charge while they are KO'd, and Waft in particular doesn't charge while on the spawn platform.
Assuming you get off the spawn platform as soon as possible, a normal KO takes about two seconds, a screen KO takes about three seconds, and a star KO takes about four seconds.
Bowser's Fire Breath and Charizard's Flamethrower fall under this category, but they automatically get full charge upon being KO'd.
