Socom 1 and 2 had no encumbrance, Socom 3 introduced it and Combined Assault was just another Socom 3 so it had it. Socom 4 plays like the character is carrying heavy load and you can't shoot while running, so no running and gunning. Socom 4 took the worst part of Socom 3 and Combined Assault (the encumbrance) and made a cover based shooter without any running and gunning - more like walking and gunning and using cover.

Seems Socom 4 is not as bad as a full Socom 3 encumbrance load, but still a heavy encumbrance.
