Just to show neither mountaintop or anarchy is required to get decent damage on the final dungeon boss echo kell on a hunter. Although the playstyle with witherhoard and a power GL is similar to anarchy with that damage over time effect.

In order to consistently solo 2 phase you will need season of dawn mods both for taking charge/high energy fire. Any mod that makes you charged with light will work so pick what's best for you. It's also highly recommended to have a power GL with spike grenades and auto loading works wonders with witherhoard.
Before each DPS phase make sure you are charged with light by farming psions if needed.
