Where to find this in-game: You have to be on the Wandering Isle leveling a pandaren. When you get the last spirit quest about the wind spirit, you are getting transported left from the temple. You'll be running down a bridge and on that bridge you'll see a pandaren near some stairs leading down to a room. Get down to that room and there you find this pandaren holding a lesson about Liu Lang and he sings this song.
