Set in 2007, players take on the role of the Third Echelon's Special Agent Sam Fisher as he is sent to North Korea following the rise of tensions between East Asian countries. The root of this crisis is Japan's creation of a branch of its military that most of its neighbors see as a threat to regional peace. An internal group is also contributing to the crisis, and it's up to Fisher to defuse the crisis and uncover the perpetrators behind it.
