1Ludan Kerman is a clinically depressed Canadian and wants to kill himself. The Canadian Healthcare System is only too happy to oblige, there is only one catch. Ludan Kerman wants to die in a risky space shot with 100-to-one chances of survival. For the family's sake, he wants plausible deniability that he really meant to bump himself off. They're old-fashioned like that, eh?
Normally the Canadian government would reject such a request out of hand, but well, they have been meaning to have a manned space program for some time. So build rockets on a shoestring, send them up, if they break records or land on the Moon they collect the congratulations, and if not then IT'S HEALTHCARE! It's a win-win!
And so the Canadian Healthcare Space Agency was born...
