Chou Gals! Kotobuki Ran (or Super Gals! Kotobuki Ran, Chou meaning "Super" in this case) is based off of the popular "Super Gals! Kotobuki Ran" anime series which is based off of the semi-popular "Gals!" shōjo manga written by mangaka Mihona Fujii. The basis of Gals! stems from the kogal (or Ko-Gal) subculture in Japan, a fashion that involves wearing an outfit based on a Japanese school uniform, platform shoes, and other "young and hip" attire. It can also incorporate make-up, tanned skin and slang terminology and is mistaken for Ganguro at times (although some Ganguros in this game get nasty treatment which could be perceived as culturally insensitive Internationally). Even more confusingly, Para Para dancing is done often throughout Gals! It was most popular during the 90s and waned in the early 2000s. This is the last of three games developed and published by Konami, the first two being for the Game Boy Color. The extended title, "Ikemen Getchu Girls Party", stems from the game's core concept: Girls Getting Handsome Guys.

The game stars Ran (Kotobuki Ran), a young high school girl who loves fashion, food and friends. She is part of a large family of skilled police officers and naturally accels at fitness and has a strong sense of justice, but she isn't interested in taking the family business. She just wants to have fun and be known as the best gal in Shibuya and eventually the world, though she does fight crime and show how tough she is from time to time. Her two best friends are Miyu (Yamazaki Miyu) and Aya (Hoshino Aya) and her greatest gal rival, Mami (Honda Mami) also makes an appearance in this game. There's romance, troubles, drama and insecurities, and a slew of other things you can attribute to being young and growing up.

While this game is indeed low budget by Playstation standards, the jump from 8-bit to 32-bit also makes this the most advanced of the "Gals!" games, at least in the audio/video department (the games don't touch the deeper aspects of the anime/manga, but the original Seiyū are nice here). The game has a very simple plot: Ran is starting to doubt her status as a premiere Gal when a flyer makes the rounds announcing a contest to see who the No.1 Gal is in all of Shibuya. The winner not only gains the title of being the best but also a wealth of goods to look the part. With her passion reignited, Ran declares that no one will stand in her way of being the best, and several other Gals also gather to compete. Winning is simple; just gather more goods and get more dates than the rest and victory is well within reach. This game is all about dressing up, being cute, and acting a little shallow in the process.

The core game has promise, but its execution is kinda flawed... there are fourteen main mini-games which run the gamut from quiz games to answering cellphones to fighting crowds of gals for the last goods in the bargain bin to even figuring out the right combination of colors that make up Ran's foundation, and they range from nearly impossible to brain-dead easy. The most frequent mini-game, the Battle (or Ikemen / Handsome Guy) Game is a Janken battle that is ridiculously easy. It also doesn't help that the A.I. will rush you when you have a guy in an attempt to steal, but all that'll happen as a result is you'll get your pick of massive points, an item in their possession or a chance to steal the guy from the girl (if you're the one initiating battle). To offset this, dice rolls will often work against you and in the A.I.'s favor, but it's not nearly enough to make the game a challenge.

To make things more interesting, the guys, date spots, and special events appear randomly and part of the game's replayability comes from collecting clothes and unlocking extras to save towards your system data. You also get access to cards which have typical board game rules such as moving you a set number of spaces, increasing your dice rolls, warping players around, etc. One nice touch is that the game's red event squares differ depending on the character you're using and they are voiced. There's also some high resolution artwork as well as over 100 pieces of fan art in the game that players could nominate to get showcased, and the longer you play, the more the game reveals. Games don't go by years, but by Dates, ranging from 3-99, so each session is a little shorter than your average board game.

Interestingly enough, this game and the anime were made towards the decline of Kogal subculture and towards the height of Ganguro subculture and Para Para fame and incorporates elements of all three, likely as an attempt to garner more revenue.
