This is one of the harder characters to use in All-Star Mode, it's Pac-Man. I don't think he is as hard as to use compared to Olimar, because while Olimar's Pikmin were considered projectiles, which don't benefit from the increased damage that much, Pac-Man's most reliable moves are the Fire Hydrant and Bonus Fruit, and his smash attacks are quite slow, so it's all about getting in as much damage as he can and then launch them with a smash attack. You do take less damage and knockback from your opponent's attacks, but you do have to watch out for stage hazards.
I might as well go over Pac-Man's Alt. Trophy in the Wii U version, that uses his 8th alternate costume, the Alt. Trophy for Pac-Man in the 3DS version just shows him using Power Pellet, so it doesn't display which alternate costume he is using, and if there is one thing I want to go over, Pac-Man has the weakest alternate costumes out of every character in the game, the yellow doesn't take on different shades, unlike characters like Sonic where he takes on different shades of blue, it is the same yellow for all of Pac-Man's alternate costumes.
I will go over All-Star Mode and which characters you fight against.

Being the oldest newcomer, well that is going by the year their debut game released in, Pac-Man first appeared in 1980, the same year as Mr. Game & Watch. Pac-Man had two home stages, the 3DS version had Pac-Maze, which is based on the original Pac-Man game, and the Wii U version has Pac-Land. Pac-Maze does not appear in All-Star Mode on the 3DS version, the following stages are Flat Zone 2, Jungle Japes, and Boxing Ring that appear, and in the Wii U version, the stages are Delfino Plaza, Luigi's Mansion, Flat Zone X, and Pac-Land.
Pac-Man's Final Smash of Super Pac-Land, well the Final Smash Trophy that is, displays Pac-Man in his appearance from Super Pac-Man, and I do like the detail where you can see Luigi's hat, which indicates that Pac-Man had already eaten Luigi, while Mario is running from Super Pac-Man, and you can get up to 7650 points with that Final Smash.
