Here's some trivia involving these two Pokémon that doesn't really affect what they can do in Smash.

You see, as of Pokémon's Generation VI, both of Lucario's and Jigglypuff's cancel each other out in those games.

Jigglypuff's Normal-typing is resisted by Lucario's Steel, and her Fairy-typing would've pentrated Lucario's Fighting if it weren't for his Steel canceling it back down to normal damage. Lucario's Steel can slay Jigglypuff's Fairy-typing, and his Fighting-typing would've also beaten Jigglypuff's Normal-typing to a pulp if it weren't for her Fairy-typing canceling that back down to normal damage.

Thus, Lucario, still has a better edge over the Balloon Pokémon.
