I was practicing 199X-3 to answer two questions:

Q: How do we cleanly pass the little guy at 0:16?
A: Shoot a charge shot above his head to kill the two guys behind him. Jump underneath the incoming bullets, walk at the little guy's pace, and then jump over him (sometimes he dies in the explosion like in this video).

Q: Can you kill the boss without slowing down for dodging or aiming?
A: Yes, but it requires near perfect charge shot releases. You need to fire a charge shot right as you enter the front of the train. Keep on firing well-timed charge shots. Stand at the front of the train when making your sixth shot so it hits before the boss jumps.
