In Pocket Monsters Red and Green, you can use Surf from the 'north edge' tile of a rock. Since surfing this way doesn't give the 'current is too fast' message, you can catch Articuno without solving the boulder puzzle.

You can no longer surf from the north edge of a rock in Japanese Blue.
