Read the description for more information:

On Route 118, east of Mauville City, it's possible to Surf on land with a trick involving the Acro Bike. With a Pokémon knowing Surf in the party, and optionally Rock Smash so you can explore Hoenn more, stand three tiles west of the Fisherman, and perform a sideways hop, by pressing B and Down at about the same time.

Hold A at some time afterwards (on an emulator with frame advance, 15 frames will work when you count Brendan's shadow appearing as the first frame), and the surfing message will appear, letting you Surf on land. You can travel around without going off your Pokémon. Water will block you. Finishing a wild Pokémon battle will not place you off your Pokémon, neither will going from one route to another, but entering a door or a cave or flying away will.

This glitch is tricky to pull off, and may take several times. It doesn't work in North American Ruby.
