The resistance is set to evacuate the area but it is crawling with enemy activity.

This level puts you in a defensive role. You must protect the ally transports until they are airborne. Enemy tanks will open fire and spotters will try to get close enough to call in an airstrike.

I recommend upgrading your speed boost since you may find yourself needing to dart across the map quickly to deal with spotters.
