Yes, a Playstation emulator on Dreamcast really does exist. Sadly Bleem! only ever managed to release three titles in Metal Gear Solid, Gran Turismo 2 and Tekken 3 before going into bankruptcy, following some nasty lawsuits from Sony.
It is probably too difficult to tell from this video alone but Tekken 3 on Dreamcast has tremendously better picture quality thanks to Sega's better hardware over the Playstation. Not only does it run at a high resolution but the game has noticeably better texture filtering and the anti-aliasing smoothes out the picture very well.
Ofcourse, Bleemcast! also has a number of glitches because it is an emulation, and because Tekken 3's graphical imperfections are certainly more noticeable at a higher resolution, but the need for a dedicated VMU and the Dreamcast controller itself might be enough to turn away those interested.
Even so, Bleemcast! Tekken 3 is a fascinating piece of history for the Dreamcast and a true display of programming genius from the system, it is only a shame we couldn't see more out of Bleemcast! aside from the now dubious beta version.
