Frost Armor was considered the "Lesser version" of the Icey armors, as later on while a mage was leveling up they would get a new armor called "Ice Armor" which was exactly like Frost armor in that it gave the mage extra armor and the slow debuffs, But in addition, it also gave a little bit of frost Resistance. Once you learned Ice armor, you no longer got new ranks of Frost Armor, so Frost armor was pretty much exclusively a low level mage ability only.
