Lots of folks land on the Mun, but how many really explore it? How many get down in all the nooks and crannies and get to know the place? If you are going to explore a lot of places in a short time, rovers take way too long. In order to do that in a time-effective manner, we need to be able to hop from place to place with a constant source of fuel replenishment.
I have done something similar to this on the Mun before, but always I was hopping from one kethane deposit to the next, and kethane deposits aren't always in the most interesting spots. I need a small lightweight flying rover of sorts that has enough fuel and kethane capacity to allow for side trips to some of the more interesting sights without running out of fuel. Hence the "Bulldog" lander. Basically a fuel tank and a kethane tank with rover seats strapped onto it.
Until they put in highways on the Mun with regular gas stations for pit stops, this might be the best we can do.
