Previously, the party wrapped up the Roseway side quests "By His Bootstraps", "The Doom That Came to Roseway", "Vulcan's Hammer", and "The Amateur Alchemist". Aboard the Unreliable, they installed the Acid Steeper into SAM and concluded the companion quest "The Cleaning Machine". SAM is now available to help the party clean up Halcyon. Back at the Groundbreaker, they revisited Gladys. After concluding her side quest "The Distress Signal", they bought the Stellar Bay Navkey. They visited Lilya Hagen at the SubLight offices and picked up her faction quest "Space-Crime Continuum". Aboard the Unreliable, the Murder on Eridanos DLC main quest "No Night Without Stars" began, but the party will do this much later. The party contacted Phineas Welles again, concluding the main quest "Passage to Anywhere". The next main quest, "Radio Free Monarch", has begun. The party landed in Stellar Bay on Monarch. They accepted the side quest "The Grimm Tomorrow" from Grimm. As Welles recommended, the party visited Nyoka in the Yacht Club bar, but she needs help recovering from her hangover before she can serve as their guide. She issued the side quest "Passion Pills". The party also met Caleb Herrick, who issued the side quest "Herrick's Handiwork". In the Monarch Stellar Industries office, the party met MSI's leader, Sanjar Nandi, who issued the faction quest "BOLT with His Name". Now, the party will continue exploring Stellar Bay and undertaking quests.
Stellar Bay:
The party resumes in the Monarch Stellar Industries office in the middle of Stellar Bay.
Next, they talk to Sanjar's assistant, Celia Robbins. They first ask her about her exchange with Sanjar. She has been buying some questionable items from a vendor named Sebastian because she is attracted to him. The party offers to approach him on her behalf. This starts the task quest "Flowers for Sebastian". The first objective is to ask Sebastian on a date for Celia.
For "The Grimm Tomorrow", the party talks to Celia about Grimm's tossball poster. This concludes the objective to check with Celia. The next objective is to speak with Velma at the warehouse.
"Sanjar's To-Do List" is on the desk in the MSI reception room.
The warehouse is in the north of town. They work with real, actual fish here, unlike the cannery in Edgewater.
In the northwest of the main room, they talk to the boss, Velma Ballard. First, they talk to her about Braxton, her chief fish health manager. Braxton has been missing work. She issues the side quest "The Secret People". The first objective is to go to Braxton's apartment to check on him.
Then, the party asks Velma about Grimm's poster for "The Grimm Tomorrow". However, someone else, Nell, has put in a better offer for it. This concludes the objective to speak with Velma at the warehouse. The next objective is to get Grimm's tossball poster somehow. The party can steal it from Velma's office, talk to Nell about it, or earn some goodwill with Velma by looking for Braxton.
The party also talks to Velma about Caleb for "Herrick's Handiwork". She has plenty of excuses why she can't give Caleb the raise he wants. She implies that raiding Caleb's stash of money might convince him to come back to work sooner. There is a Persuade option, but it requires a Persuade skill of 142 or greater.
Upstairs in Velma's office, the party checks her terminal. A Hack skill of 55+ is required to access her personal files. Reading the personal file about "Ballard, V.", the party learns that she has been embezzling, as Caleb suspected. This updates "Herrick's Handiwork".
The bin in Velma's office can be opened with Velma's Container Key or with a Lockpick skill of 55+.
The party goes back downstairs and talks to Velma about Caleb again for "Herrick's Handiwork". They tell her about her accounts and then point out that her argument sounds like Caleb's. This concludes the objective to convince Velma to negotiate. The next objective is to inform Caleb that Velma will negotiate.
The party uses the Workbench in the warehouse to repair and upgrade some gear.
On the dock out the warehouse's northern door, the party check a bin to the west and finds a Broken Tossball Stick quest item. This is for a quest that the party will undertake soon.
Also, the party finds the body of a SubLight contractor. They pick up the Bloody Note quest item. This concludes the objective to retrieve the missing passcode for the faction quest "Space-Crime Continuum". The next objective is to meet with Catherine, the SubLight agent in Fallbrook.
