"the game was scheduled to be released by christmast 1991, so this probably was one of the reasons it was released even if it still had a lot of bugs and properly finished parts.
The game was also supposed to be sold in a bundle with the C64C to "encourage" the latest c64 sales (since we were already in 1992); it seems there was some sort of agreement between commodore and ocean.
