Honestly, I don't really think there's a bad character in My Hero Ultra Rumble.
I think that some are better than others, I think that some require more skill to excel with than others, but I wouldn't call any of them bad.
When researching what others thought of this topic, the two names I kept seeing were Ibara and Kendo, two characters that were rare to see but I wouldn't have called them the worst.
While I have yet to play Kendo and thus have no voice in the discussion of her quality, I can however speak for Ibara, and from experience she isn't actually that bad.

Ibara is a Support Class, her "main role" is to help her teammates and provide support from attackers, which I think she does excellently.
To start I wouldn't even call her the least-good support in the game.
Her main ability that classifies her as a Support is her Special Action "Faith's Shield," which is fancy talk for "Insta-revive from 30,000 miles away."
Now there's a few characters that have their Special Ability tied to their ability to revive fallen teammates faster, but so far Ibara seems to be the best when it comes to it.

The biggest problem, or one of the biggest problems often brought up by players is that she doesn't have any real mobility, which is very correct.
Almost every other character in the game has at least 1 ability that allows for some sort of movement, like a big jump or a special punch that gives them the unexplainable ability of flight.
Now normally I'd also call this a problem, but the cool thing is that by picking up Rapid cards, you're able to wall run when activating them.
Now yes this is also kind of a specific situation, it won't always help in an open field, but that's why playstyles and direction needs to change.
I found that trying to play Ibara like Tsuyu or Kaminari just resulted in destruction at the hands of my enemies.
Ibara is like a tree, like her attacks she works best on the ground and from a distance, uprooting her thorns through the ground like roots and honestly dealing a lot of damage to a potential giant pool of people.

So, is Ibara the worst character in My Hero Ultra Rumble?
Well, I wouldn't say so, but again this is a completely subjective point of view, I can absolutely see why some people do not like playing as her.
Honestly based off of what I played and what I've heard, I could go so far to say Ibara is the most underrated character in My Hero Ultra Rumble.
This being said however I still have yet to even play as all the characters so I'm not the most expertly trained on that topic.
