This is the Falke Erlkönig. It's a new free mod for Assetto Corsa from a small modding team called Project New Normal (aka Project NN, aka PNN).

The concept is unique as far as I am aware. Project NN felt based on their real world motorsport experience that sim racing cars are not suited to produce accurate driving based on the setting that most people sim race in. So the Falke Erlkönig is designed to deliver a more accurate driving experience for those of us who are sat in static rigs.
