According to a study from 2021 that appeared in the journal Acta Paleontologica Polonica, theropods that gnawed on bones, like T. rex, developed short arms so they wouldn't bite each other's arms off as they dined.
There is evidence to suggest that these animals hunted in packs, so it is possible that they evolved tiny limbs to avoid accidentally injuring each other when they attacked their prey.
Another theory goes as follows: Tyrannosaurs and their theropod relatives used their forelimbs less as a result of larger heads and a bipedal posture. They began to grab and kill prey more frequently by using their heads. The forelimbs consequently did not develop as rapidly as the rest of their bodies.
