Fresh/Active: No penalty.
Winded: -20% melee attack, -20% reload, -5% speed
Tired: -30% melee attack, -30% reload, -10% speed
Very Tired: -40% melee attack, -40% reload, -15% speed
Exhausted: -50% melee attack, -50% reload, -20% speed
Fatigue is massively important in Rome 2. Fatigued units move slower, fight worse and have a reduced rate of fire. Running, fighting and running up hills will tire your men out and make formerly formidable warriors into pale reflections of their fresh selves. Cold and heat is tolerated by troops native to them, but will tire other units more easily. An Egyptian is going to have a hard time in winter snows and love the summer heat, while a barbarian from the cold north will have the opposite experience.
