Sure thing Justin. Let's blame Harper, who never actually bought the project. He and the Conservative government were busy approving the building of thousands of kilometers of other pipelines for private industry.

Maybe if Trudeau didn't cancel pipeline projects (Enbridge’s Northern Gateway pipeline, which Harper approved) and approve Bills 68 and 69, it would easier for capital investors to want to build and develop in Canada's energy sector.
