Turns out I can't. I got really close, though. The first clip shows a place you can go to to make the jump. It's hard to get there, and it's hard to jump from there.
The second clip shows another place, but I have yet to find a way to get up there without debug mode.

I know I didn't jump on the first clip. It's hard to actually let go and jump on such a tiny space, but regardless, I wouldn't have made it much closer, really.
And yes, I know what you're wondering also. About the homing attack + light-speed dash possibility. It helps, but I still couldn't make it.

If anybody can make this jump, they'll be my new Sonic Adventure hero. Maybe this can be feasible with tool-assistance on the GC version...
