The "blinking" issue is from the CRT effect (or from ShadowPlay interacting with it?).

There are ways of forcing old games to utilize wider gamuts and higher luminosity ranges of the modern HDR displays (using one also helps to imitate CRT brightness characteristics), so I'd say it's about time to give the oldies another spin.
