To sum it up, Dreamcast wins. The PS2 version wins in lighting, player models, default controller (however the DC version makes up for it with a healthy dose of auto aim, and you can turn the auto aim off in the PS2 version, but it doesn't turn off either), and has an extra mode and a few maps the DC version doesn't.

Dc wins slightly in textures (they aren't dramatically better by any means, just slightly), has a better, if still not perfect, framerate, a lot more maps, and depending on the map, allows more bots. In this vid alone, the DC version has 7 bots to the PS2's 4.

I haven't played Outtrigger yet, but I'm pretty sure that UT is better, and I definitely hands down like it better then Quake III on the DC. UT on the PS2 was released around the same time as Timesplitters, and by comparison to TS' (I think) 10 bots, and insanely fast frammrate with little to no slowdown, UT on the PS2 was outclassed when it released. It's still a fun play, don't get me wrong, but QIII (even with it's long load times), and especially Timesplitters on the PS2 are much better for multiplayer (split screen or bot match).

The DC version is no longer playable online, but it supported up to 8 players online, even with the 56K modem. The PS2 version does have the option for LAN, but it's through the PS2's firewire port which are only on early PS2 systems. Sony took out the Firewire port long before they even released the slim PS2, so only a small percentage of PS2 owners would be able to use this option.

Perhaps the more embarrassing part of it all is that a different company (Secret Level) ported UT to the DC where Epic themselves handled the PS2 port.

NOTE: Like the DC version of Quake III, you can put the DC version of UT in a CD player and play the music. The PS2 version does not support this option though.
