Located at 0x03B76E is an unused Super Game Boy command ICON_EN 02. This disables the player's ability to select controller scheme A-TYPE and B-TYPE in-game and Super Game Boy BIOS settings. This would have been the only monochrome Game Boy game to set this function. It is unknown why any developer would set the bit to 02 but it might be understandable to disable palette selection by setting bit to 01 (as dumb as that even sounds.)
Game Genie code will replace the first (6E9-3EA-192) MASK_EN second (6E9-6BA-192) since there are two MASK_EN 01 commands, it is assumed that the unused ICON_EN 02 would belong as the first one but it is impossible to know for certain/where it was intended to load/why it wasn't in the final game.
