It took me a while, but eventually I managed to get the serpent meat which was needed to unlock the ingredient at the Bog Witch so I could craft the 4th feast. The two locations for serpents I had marked at the map were empty, but I had the luck to encounter a night-spawned serpent at some point. Only to have it despawning the moment the new day began.

I then decided to continue searching and my - and your - patience got rewarded when another serpent spawned. This time I was able to drag it on the shore and harm it a few times, eventually killing it giving me the so much required serpent meat.
Cooking that meat and visiting the Bog Witch after that was easy. As was crafting the feast and placing it at a table.

And with all of this done, it also means that I'm able to focus at the matter at hand; exploring the mountain(s), finding more frost caves to get the Fenris Hair and perhaps even preparing the summoning site for the final battle with Moder.
With the new Feast it certainly may be possible.
