Well, first of all the timer in this video starts when the command to Purge was given, not when the effect of Purge begins. So the timer values might be a bit confusing. But starting from the begin of the effect a unit is stopped completely for three seconds and then has a speed of exactly 150 for another six seconds after which the speed is increased to 60% of the normal unit speed for another three seconds and then once more increases to 80% of the normal unit speed for again three seconds.
A Hero on the other hand is stopped for only one second then also goes to a speed of 150 for three seconds, and then to 60% and 80% base speed for one second each. So for a unit the entire duration to be slowed down is fifteen seconds and for a Hero five seconds.
