8To get OCD in this level you need to collect at least 61 Goo balls.
Start off by placing two of the balloons onto the gate to raise it. Then start placing Green Goo onto the belt of Black Goo to collect the unused Goo. Do this until the majority (or all) of the unused Black Goo is safely on the other side of the "Freedom Scraper 3000".
Once accomplished, take a Green Goo and attach it to the inner side of the belt of Black Goo. This will cause part of the belt to break against the scraper. The Green Goo that you used will hold it together, however, so you must pull it off in order for the belt to actually break. Make sure that the Black Goo that is connected to the left of your Green Goo gets caught on the scraper instead of passing underneath it.
If it passes underneath the scraper then you won't be able to collect any of the Goo from the belt. If it gets caught, however, then the scraper will break off each piece of the belt allowing you to collect them on the right side.
