This was something someone has exptressed intrest in. While it is far from being complete at the moment, this is its current form. It if functional but likely not the end result once completed.
This is not the tornado mod I am also working on, this is simply an animated DAE that uses hidden Rivers and hidden water particles to simulate wind.

This is a scaled down version of West Coast that should perform better on lower spec systems. Only really modified for highway travel and not everywhere else (stuff is removed)
Also there are only 2 hidden wind/rivers. Feel free to add more. Feel free to complete this on your own, do whatever with it. I want to start working on this again soon, updating the level as more gets completed.
